Issue:  When accessing a database in HR, you receive the following error:
ERROR: You have zero number of active employees allowed based on your current product license.
Please contact your MIP Certified Business Partner or MIP Customer Support at 800-945-3278 for more information.
If you believe that you are receiving this message in error please go to HR>Help>Activate License to reallocate your active employee count to this database.

Answer:  The HR database has no licenses assigned. To resolve follow the instructions in the error:
Go to HR>Help>Activate License to reallocate your active employee count to this database.
