3. Check IUSR and queue user belongs to Administrator's group
4. IUSR and queue user have access to required folders
5. IUSR and queue user have required regkey access
6. Reg keys match between all servers

8. Check MillApp Pool is set to local anonymous user
9. Make sure pop up blocker setting in IE have servers listed in Allowed sites
