Resolution
Reviewing the Java Console log (set to level 5), there were calls to http://millprod2.int.clientname.org/scripts/mill/vrisapi.dll?. These should have been calls to http://millprod2.int.clientname.org/mill/bits/vrisapi.dll? for version 2014.
It appears that customer is running with an un-updated version of vrsigned.jar -- i.e. the update did not complete properly.
Suggested to redo the update, so that the proper Mill 2014 jars were present. This resolved the problem.
